Is my new iPad Mini water resistant?
Should I not use it in the kitchen lest some water gets splashed on it? I know it's not water proof; I just want to find out if it will die if it gets splashed a little. I can't seem to find out in the manual.

I've seen that cause problems with cell phones.
If you plan on using the iPad in the kitchen, there are some purpose made disposable bags but, a ziploc bag would work fairly well.
Yes, it could be damaged if it gets splashed a little. It is neither water proof nor water resistant. LIquids and electronics do not mix.
water and the iPad Mini do not get along, + if you get it wet and one of the water damage indicators gets tripped, your warranty is voided.

Does the touch screen work through a plastic bag? If it does, then I'm all set. I have no problems putting it a bag around wet environments if it retains it functionality. I'm not proud.
Yes, it will. You may need to smooth it out a little. Otterbox also makes a nice case with a clear plastic front for the iPad. I don't know if they've started making one for the Mini yet, though.
I have the Otterbox Defender on my iPad 3 and I love it. There is a version available for the Mini.

Put your iPad in a ziploc bag. You can still read it. This works for the beach too.
