A few more details would help us. (Our crystal ball is broken....we cannot see your network).

What is the model number of your Base Station? Look on the bottom or side of the device if you are not sure about what model you have.

Are you trying to use a Mac running the Mountain Lion operating system to configure the Base Station?

Do you have any other Macs or PCs there that might be used to configure the Base Station?

Thanks.

Unfortunately, Apple dropped support in Mountain Lion for older AirPort devices.

If you have another Mac there running an earlier operating system like Leopard or Snow Leopard, that device could be used to administer the older AirPort Express that you have.

A PC would work as well.

The only workaround if Mountain Lion is your only choice is to install another version of AirPort Utility on the Mountain Lion Mac. Details are in this article:

Please understand that this is not supported by Apple. It does work for me when I test it, but I cannot say if it will work for you.

I do not remember much about OS X 10.4.11, but you need to locate AirPort Utility on the Mac.

Look in Macintosh HD > Applications, or it might be in Macintosh HD > Applications > Utilities to see if it is there.

Maybe another user can help us out.

You will need to perform a Factory Default Reset on the Express by holding in the reset button for 9-10 seconds, then release and allow another minute for the Express to restart.

Temporarily, connect an Ethernet cable from your Mac to the Express

Open AirPort Utility and follow the guided setup to configure the Express to "Join" the wireless network that the Cisco router is providing

Once the Express is re-configured, you can disconnect the Ethernet cable that you used for the set up.
