I am having no luck whatsoever texting from my iPad to a non apple phone. That includes pictures also. I have disabled imessage and rebooted and still no capable. Very frustrating.

You could never text using the Messages App with a non Apple Phone. Messages only works with other iOS devices so unless you were using a third party app, you never could text with a non Apple phone. Its impossible with the built in Messages app.
iMessage only works with iOS devices and has always only worked with iOS devices.
There are no texting plans from carriers for iPads.
Since updating to ios6, I can no longer send text or pictures to non apple phones.
