when i try to sync iphone contact to windows 7 contact i get this message: your contacts are been synced over the air from icloud

Are you trynig to use iTunes in order to sync your iPhone contacts with yoru Windows contacts? You would need to turn off your iCloud contact sync first before you can sync your iPhone caontacts to your PC. Go to Settings > iCloud and turn off the Contacts switch. When prompted, select "Keep contacts on my iPhone".

Now you can sync your iPhone contacts with your Windows contacts via iTunes.

If you are using iCloud to sync your Contacts you should not use iTunes, and vice versa. Pick one of the two.
