Cannot delete Apps

Cannot delete Apps

I can't delete an apps which is downloading failed half way. The icon shows "waiting" but I can't delete it eventhough I have pressed and hold it for few seconds. There has no "x" on top. And is not about the General > Restrictions > Enable, because I have already tried. Is there other solution to delete the apps completely?

Double tap the Home button to bring up the Multi-tasking bar, tap & hold this app until the red minus sign appears. Tap the red minus sign to remove it from the Multi-tasking bar. Tap the Home button when finished. Then, go to the app & tap and hold until it starts to wiggle & an "x" appears. Tap the x to delete it.
