The shipping adress iphoto do not have Luxembourg as a country. We live in luxembourg and we would like to get the album at our home. How to solve this issue ?

Apple doesn't offer print services in Luxembourg.

You are correct - Print products are only offerend in certain countries - http://store.apple.com/us/help/print_products/routing
You can try setting up to deliver your address in a nearby country that is supported and then change the shipping country to Luxembourg - Someone p[osted that they did this using Spain then getting the shipment in Portugal - you can search the forum for that post (probably a year or so ago) - I have not verified this just giving you a user report
