I have a payment plan but still being declined

ok i only download free apps so i really dont understand why i need the payment plan anyway at frist i was downloading aps fine but then all of a sudden it ask me for a payment plan can anybody tell me how can i fix this witout putting a payment plan on baecaue i dont have another one
