Yes I was erroneously charged for the state turbo tax which should have been free

I'm not sure which app it is that you've downloaded, but at least one of them with 'turbo tax' in its name allows in-app purchases to be made within it. If you didn't make an in-app purchase (and you didn't add or change the credit card details on your account which can result in temporary store holding charge) then you can contact iTunes support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
