Dim green light on magsafe adapter when NOT connected to MBP

Yup just like that!

This is my second power supply for my MBP.
I have the 13" mid 2009 model.

I plug the adapter in and i get a faint green light, battery is SLOWLY charging, shows charging indicator.
BUT... says not charging, and service battery when i click the battery icon.

My magsafe isn't yellow.. just dim green.

NOW.. when i disconnect the magsafe from the MBP, the dim green light is still there! still dim and green! I have tried other outlets and still dim and green... ALSO i did notice, in my system profiler, under power, there is no information for my AC power. its all zeros...

I have tried resetting the SMC, but there is no for real telling if it worked or not.

I have cleaned my connectors.
tried other outlets.

ANY IDEAs??? NOW remember the dim green light stays on when the magsafe is NOT connected to the MBP1
