smart groups using "not set" does not work

I am trying to get a group that does not have any value in the State field. I do get records with no value in the state field but I also get many records with values in the state field.

iMac, OS X Mountain Lion (10.8.2)

You are asking about a "Smart Group" in "Contacts", right?


What rule are you using to filter out empty "State" fields? The rule "State is not set" works well for me. I see only records with empty "state" field when I use this rule. Do some of your contacts have more than one address? Home and work?
