I need a file manager that will allow people to open, read and save files from various traditional sofrware such as PDF, .DOC, .XLS, etc. It CANNOT have cloud capabilities but only be local on their personal ipad. Does anyone know of such an app (that's free or of very minimal cost)?

Perhaps GoodReader would work for you. If you need your users to be able to edit Office files, then you'll have to look into one of that type of app and most if not all have some sort of cloud capabilities.

Files connect is pretty good and free
I don't know of any that don't offer some sort of cloud connection
Or discovery of local shares
Is there a file manager app that does NOT connect to the cloud?
