How can I synchronise my data?

I've tried using iTunes to synchronise data between my PC and iPad and it just doesn't work. It's impossible to persuade iTunes to copy my photos from my PC to my iPad. Itunes says that it has synchronised everything, but there are "no photos or videos on my ipad.

Is there any other software, which will do the job and save some of my hair?
