How do you report an app purchase problem when the report a problem link does not work?

Really really frustrated - the report a problem link on the invoices just loops you back to the download itunes page - I have a problem and need someone to address it - why is it so difficult to get through to these help lines!!!!!!!!!!!!!!!!!!!!!!!!!!
