I just got the iPad mini!should I discharge it first?How many hours should I charge it for the first time?

There are no rules for modern lithium batteries. If it's at all charged, you can use it. Charge whenever and for as long as you like.

The only thing that might be useful is - every once in a while (Monthly?) - let the Battery drain to near zero before charging it completely. Won't have much effect on the battery iself, but supposedly helps keep the battery meter calibrated. I'm pretty slack about this myself and have never had any battery meter issues (two iPad and as of December two iPhones). Otherwise I agree wholeheartedly with my UK collegue. Use it, charge it, have fun.
