I'm working on two projects, one 1270 x 720 and another 1920x1080 and both need to be formatted to play as Quicktime movies on iPads. What is the easiest way to conform these to the iPad pixel ratio? And what exactly are the iPad pixel dimensions? Thanks

Use the Apple Device preset from Sharing,
The pixels are square (pixel asset ratio).

I'd like the video to fill the entire screen rather than have black bars on the top and bottom. How is this done with FCPX?
You can't. iPad only accept video in standard video formats. Unfortunately the iPad is not the standard video aspect ratio.
So even if I recreate the video in After Effects at the exact iPad dimensions (whatever they are) it will not fill the screen? Is this because Quicktime cannot have a custom pixel dimension?
QuickTime doesn't care what the pixel dimensions are. Apple has specific requirements for Apple devices which you standard video specifications.
