See Aperture 3: Troubleshooting Basics for details. Look about 2/3 of the way down the page for instructions on moving the preference file.

That indicates that the problem is with OS X, and not with Aperture. Are your other programs working properly?

I haven't noticed much - only one strange thing: When pressing the Attachement-button in Mail, nothing happens. I tried it just now, because of your comment, and exactly the same thing happens as in Aperture.
Thank you for showing me that!
But now: How can I fix this?

What is the best way to reinstall? Is a clean disk and "restore from Time Machine" a good solution, or will that simply copy the faulty system back into place?

However, I want to feel certain that I'm doing this right, so my question remains the same: Should I choose "erase your hard drive and reinstall a fresh copy of OS X" or "restore your Mac from a Time Machine backup"?

I would not wipe the disk. I would not reinstall from Time machine. I would just reinstall the OS.
