In iTunes on an iPad, no, not in a practical sense. Once you remove on AppleID from the iTunes & app Store and add another, you cannot add it back for 90 days. And purchases are tied to the AppleID account (they are automatically in icloud from that standpoint), but cannot be shared across AppleIDs.If you want to share content, you should use the same ID for purchases.
