Your calendar could not be refreshed

We have lost the ability to refresh a webcal from our 10.6.8 server. On our client machines, in iCal, subscribed calendars, there is an error icon next to the subscribed calendar name. The error message says:

Calendar couldn’t connect to "server IP". Make sure you’re connected to the Internet, and then try again later.

The other related calendars from the wiki continue to refresh and work correctly. Calendar info says that it has not refreshed in over a month. The Wiki Webcal is still editable, viewable and functional, iCal will just not connect anymore. This occurs from different clients including iPhone and iPad. Any suggestions?
