if I can see the app in itunes and it shows that it is sending it tothe IPad why is it not there ? its like it sent over a ghost

Why is it I can see apps in itunes tell itunes to sync it to the ipad and on the computer i can see it go over to the ipad but it never goes there ?

Its not on the iPad. its like a ghost image went over.

iPad 2, iOS 6.0.2
