Can you personally call an iphone that is on Lost mode?

I lost my phone and with iCloud I can see where it is. I activated lost mode on iCloud and put the number for the person to call me, as well as a message. I don't know if the person that has my phone actually knows how to use it (I really don't think so) so I just need to know if a telephone is in fact in Lost Mode, can you still call that phone, or is it totally blocked and it can not receive any calls, only dial the number you placed in lost mode.
