How are purchases made when I have a password?
How are purchases being made on my account when I have it locked with a password? My iPad will allow some purchases with out my password!

What have you got Settings > General > Restrictions > Require Password set to ? There is a default 15 minute period during which your password doesn't need re-entering. You can also turn off in-app purchases via the Restrictions screen
