My iPhone has 2GB of "Other" material, and growing?

Hi. I have an iPhone 4 on Verizon's network. It is the 16GB model, and lately I've been having an issue with an overload of "Other" material. Is 2GB normal? I have tried restoring, but it hasn't gone away. Can anyone help me?

Note: I was once jailbroken.
