I need some help with pages!

Hi, I was just wondering about the app 'Pages'. I have an iPad and an iPhone but unfortunately do not have a mac. Would I be able to create pages on the app? And also if I download it for iPad do I then have to pay again to get it on iPhone? Thanks.
