Contact the wireless carrier to which the iPhone is locked

to ask if they offer unlocking and if you qualify. Only the

wireless carrier to which the iPhone is locked can unlock it.

How do I find out if my iPhone is blocked. Is there a site that can check my ime number for me

You can contact Apple customer service. There is no relaible site with that info. Of course, you can try a SIM card from another carrier - if it works, the phone is unlocked.
