It uses technology from more recent versions of FireFox that only run on Intel Macs but ports them to run on 10.4 and 10.5 PPCs.
By default, plug-ins are disabled. However, you can use these instreuctions:

to activate plug-ins and use Flash.
As many web technologies are no long optimized for the PowerPC, even 10-4-Fox can't restore neck-snapping speed, but the compatibility with modern sites is quite good.
