This is equally relevant for iPhone - whenever I am streaming video, from time to time the video controls will reappear and then stay on screen, and I need to touch the screen to make them disappear.
Is there a way to disable the video controls from reappearing unless I touch the screen to call them up?

I suppose that's possible but the only way that I can think of to test it would be to experiment using another WiFi network. I don't think that it would be any setting on the devices themselves. The odds of both devices having the same corrupt setting just doesn't add up IMO.
The network would be common to both devices so perhaps that could be what is causing it. Have you tried rebooting your router? Unplug it for about 30 seconds in order to reset it?
I would also be curious to see if removing the Smart Cover had any effect on this.
The video controls should only appear on the screen if you touch the screen and they go away the same way - by touching the screen.
Are you holding the devices in such a way that you are maybe touching the screen without realizing it? Do you have the same type of cover on both devices?
How often is "from time to time"? Does it happen with regularity. Have you ever tried rebooting the devices?
Reboot the iDevice by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the device start up.
The device is standing up, landscape mode, using an Apple smart cover. It happens intermittently, every few minutes. I query whether network conditions are causing it?
