Does anyone know if you Whats app again can normally use on the iPhone 3G and the latest iOS version you can do on it?

No. They no longer offer a version of the app that works on iOS 4.2.1 and it is not possible to update the 3G to anything higher. The iPhone 3G was discontinued nearly 3 years ago.
