I bought an IPAD 4th gen from US and brought it to Hungary,,it's cellular and there was a verizon sim card inside it,,i removed it but in the system information it said that the carrier is verison,,now is it possible to use a local sim card?

iPads are not carrier-locked so all you have to do is what Bob said...use a sim card for your local carrier.
