There is no + button close to the contact button. How can i add contacts to mu i-phone 4S?

Try a reset. Hold down the Power and Home button until Apple logo appears. Ignore "Slide to Power off".
If you are using an exchange mail account some admin's have that option disabled.

I tryed all of your suggestions...It's still not there! I found that i can enter a contact when i compose a number and i push the little men with a +...but the + button is still not there. If you have more ideas, let me know ;0)
Are using the Contacts App? The "+" sign to create a new Contact is there not in the Phone app.
