You can back up your iPod Touch to iCloud, then restore your iPad to the backup. Your iPad must be using the same or higher version of iOS as your iPod in order to restore to the backup. Also sync your other data on your iPod (contacts, calendars, etc.) to your iCloud account by turning these to On in Settings>iCloud and choosing Merge when prompted to upload the data to the account. Then sign into the same iCloud account on your iPad and turn data syncing to On in Settings>iCloud to sync the data to your iPad.

Note: only "universal" apps (which work on both iPods and iPads) will transfer to your iPad when you restore to the iPod backup.

Restoring to an iCloud backup has to be done in the initial device setup process, which requires first erasing the iPad. If you have any data on your iPad that you want to save you'll need to do that first. When you're done, go to Settings>General>Reset and tap Erase All Content and Settings. Then go through the setup screens on your iPad and when given the option, choose Restore from iCloud Backup (see image below). Be sure it is connected to wifi and your charger as this will take some time to finish. Also, as mentioned earlier, it must be running the same or higher iOS version as the iPod; if not, you'll need to update it first.
