my ipad mini will take over 8 hours to charge from 0 to 100 i believe this is too long time is it?

About 5-6 hours is normal. Are you using the iPad while it's charging?
The iPad mini comes with a 5W wall charger (same as iPhone). You can use a 10W charger from earlier iPads or the 12W charger from the iPad 4. These chargers will charge your mini faster.
