We downloaded SecUpd2013-001 for Snow Leopard.

"the installation failed"

Re-downloaded. Same result.

Is it just me?

FYI - The update worked smoothly on two other Macs, and on a different partition (all SL). So apparently something in my main installation is wacked.

tried multiple times after trying various clean-up and fix steps (Disk Warrior, Applejack, reload 10.6.8 combo, etc.)

    still stalls at the end

It seems to be intermixed with Flip4Mac !!!

    Console logs say:

Also, every time an installer starts it says "waiting for other installer to finish".

"Waiting for other installations to complete" was the clue, apparently lots of people have experienced the "Waiting" problem.

It had nothing to do with the specific SecUpd file after all.
