I left my iPad Mini on a plane. I don't expect whomever found it in the seat pocket to return it. Can I somehow place the device on Apple's radar in case someone attempts to get support on the device? I have a passcode assigned. Can this be bypassed by resetting the device?

Whoever finds it can restore it, if you had icloud and find my ipad set up prior, you can wipe it remotely.

Report to police along with serial number. Change all your passwords.
When the device is restored, does it wipe the panel and all my information? Unfortunately I did not configure iCloud to find the device. Didn't realize tracking the device was an option. I now know for the future.
Its not so much tracking as it is locating it on map. Not much use unless you already have an idea where it is. But you could wipe it (restore) via that feature and keep your info private by deleting it. So yes, it would've restored to factory settings.

So, to be clear, because it has a passcode assigned, if connected on USB with the passcode screen up, someone can restore the device which will reset to factory default?

Yup, first thing I did. The device had Sprint as well, but remarkebly Sprint is unable to track the device on their network. I'll be going with a providor that is actually able to do so on my next one.
