I bot the ipad mini with the cellular plan. My old ipad would automatically go to my wifi from my data plan when i was close to it. Or for that matter, any wifi network. Now, I have to manually turn off the data plan to pick up wifi. How can I get to automatically switch over to wifi?

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
Or just turn cellular off like you have been doing.
