how do I download my icloud back to my iphone after resetting?

The only way to access your iCloud backup for restoration is to use the iOS setup assistant.
Navigate to Settings/General/Reset = Erase all content and settings. This will return your device to the start of the iOS setup assistant.
You then work the setup assistant, and choose restore from iCloud backup.
Keep in mind, that depending on how large your backup is, it may take a while to fully restore.
