My iPhone 3s is not sending txts or calling out. won't recive messages but will recieve calls

Have a 3s iPhone that is able to recieve calls but not messages and will not send calls or messages. Network is connected with 3 bars of signal. software is up to date. Can anyone help... have turned on airplane mode for 10 seconds, reset network. Have had no positive results. Cheers
