    What happens when you try to buy something ? If you are getting a 'declined' message then is the and and address on your iTunes account exactly the same as on your credit card bill ? If it is then you could try contacting iTunes support and see if they know why it isn't being accepted (these are user-to-user forums) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
