Is there any BlueTooth app for iPhone or iPad by which I can transfer files from my iOS devices to any other devices including iOS, Android and Windows devices and vice versa?
If yes then can anyone please give me the ITunes link ?

There is no app like that. Just use dropbox for windows and icloud for apple.
