Is it possible to have an apple Id from Canada and USA on the same iPad

You should be able to have content from both on the iPad at the same time, but only one account can be logged in via Settings > iTunes & App Stores - and if you use iTunes match for an account, re-download past purchases or use automatic downloads then youmay tie the iPad to that account for 90 days : http://support.apple.com/kb/HT4627
