I have downloaded VoiceOver update file on iTunes but unable to install it on my iPod Shuffle.
Please help me to solve this problem!

Which iPod shuffle do you have? VoiceOver works on the 3rd and 4th gen shuffle. If you have a 1st or 2nd gen shuffle, VoiceOver is not supported.
If you have a supported shuffle model, the settings for VoiceOver should be on the shuffle's Summary tab (when you select the shuffle in iTunes). This document has more details for setting up and using VoiceOver.
