I am trying to buy an app with a credit balance from an I tunes card but it wants to charge my credit card. What am I doing wrong?

Is this happening in the US store? If so, the issue may be that your credit is not enough to cover the sales tax. US prices do not reflect the local sales tax which is added in the final steps of the sale. If the credit does not cover the full total then the system automatically requests an additional payment method to complete the sale.
If that is not the issue, then there may be a security issue that the system is trying to resolve.
