I have generated many different libraries using the
Switch to Library-->Other/New-->Create New
I have been using Aperture 3.4.3 for a long time
I just upgraded to 1.8.3 from 10.7.5
and now Switch to Library-->Other/New-->Create New does not work. The button darkens but NO dialogue comes up.
Also, holding down the option key when launching Aperture results in the same thing.

Is there still an activity going on, that Aperture will not interrupt?
Have a look at the Activity Viewer - you can launch it from Aperture's main menu bar: Window > Show Activity. If there is still an activity going on, try to cancel it by selecting it and pressing the button "Cancel Task".
Also, holding down the option key when launching Aperture results in the same thing.
Can you switch between libraries or is only the "New" not working? Try, if Aperture can create a new library when working from a differnet user account. This will tell you, if the Aperture installation has a problem, or if settings in your regular user account need to be fixed.

Then it looks like there is aproblem with your user account. I'd delete the Aperture preferences

Added: If that should not suffice, clear Aperture's Caches as well:
your User/Home/Library/Containers/com.apple.Aperture/Data/Library/Caches/com.apple.Aperture/Ca che.db
I deleted the .plist without success.
I then deleted the .plist plus the com.apple.aperture/Cache.db.
Neither worked combination worked.

This statement is a bit confusing. Did it work from the new user account or not? Not sure what the 'dialogue box comes up correctly' means.
If it also failed in the new account then deleting the plist file and doing other things at the user level probably won't fix the problem.
Could you post a screen shot of the library choice window that opens when you start Aperture with the option key held down.

To be clear, on my 27" iMac, one account works and my main account, it does not work. I need to get my main account to work.
On two other computers with identical software (iMac mid 2007 and 15" retina display MacBook pro), it work properly. Deletion of the .plist or /Cache.db files as Leonie suggested did not solve the problem on the problematic account.
Did you move your home folder to different drive or are you using a network drive? is Aperture the only application having problems?
What is different between your main account and the other account you tested with? HAve you any plug-ins installed? Start-up items to be launched at log in?
Please check the "Console" window, if you see any error messages that might relate to Aperture, when you try to create a new library (the Console application resides in Applications > Utilities).
To take a screenshot, as Frank suggested, press the key combination ⇧⌘4, when the panel appears. You will see crosshaairs with pixel coordinates. Drag this crosshair the part of the screen that you want to take a screenshot of. You will find the screenshot on your Desktop. Then post it here by pressing the camera icon in the toolbar of the message window.

I have a split system. OS and apps are on my SSD. My home folders are on a 2 TB internal. That is true on both home accounts. So far I don't believe other apps are having problems, but have not done extensive testing. FCPX seems to work ok.
I will investigate the plugin issue as well as try the Console.
Just to be sure, the "Create New" button in the above screenshot is unresponsive, but you can select the other libraries to open?
Create New Button grays out when I click on it, but a dialogue box does not show up.

Removal of all plugins did not solve the problem.

The 'Other Libraries' behaves like the Create New Button. The Choose Button allows me to switch libraries.
To add to the story, in Aperture Preferences-->Export -->Choose button does not work as well. So it seems to be a global Aperture issue on this account.
On my second account on this machine, I have confirmed that Aperture works ok.
Both "New" and "Other" require that a "Filechooser" dialogue needs to be launched.
An in your Console Printout I see two problems related to "Filechooser" panels:

Here we see a timeout message while waiting for a "Save" panel - what is puzzling, is that the object in question is a "NSRemoteSavePanel" - are you in any way accessing files over a network?

You may have installed fonts in your user library, that are corrupted or cannot be accessed for some reasons, but are blocking the access to the fonts needed to write the panels.
Check the folder
your user home folder > Library > Fonts
if you have any fonts installed, that are not installed for your other user accounts.
I don't know, what the report from the com.apple.KernelExtensionServer means ...
Create New Library
