iTunes library rebuild after crash?

my computer hard drived crashed and after rebuilding, had to reload iTunes. However, after doing so, it didn't retrieve my library. So, I tried syncing my iPhone and transferring the library back to computer but doesn't appear to work. Can't figure out how to rebuild my library on computer.
