iPad Note App to iCloud Sync- only one note out of 10 are sync'ed. Any ideas on how to make all the notes in the Note app sync to iCloud? Other apps, such as the Contact App, sync fine with iCloud. Also, I am under the storage max for the iCloud space.

First check your icloud content by singing into icloud.com, and check notes
Reboot your device
Reboot device by pressing both the home button and sleep/wake (power) buttons at the same time for 10-15 seconds until the apple logo appears on the screen, then let go.

Editing the note that does appear will sync with iCloud
If I create a new note on the iPad, it does not appear in iCloud.
I've never had an issue syncing any content to icloud, it was just a suggestion. Try signing out of icloud then back in, rebooting the device, rebooting your router, turning icloud off/on, turning notes off/on. All suggestions, no need to apologize.
You can also try resetting the device
settings/general/reset/reset all settings
