Can the "Stocks" app be deleted from an iPhone as I have no use for it and don't want it?
Can the "STOCKS" application be deleted from my iPhone 5 (or 4S) or are they "in concrete" by design?

No. None of the stock iOS apps can be deleted, only hidden inside a folder or moved to another home screen page. Some can be hidden if they are restriced, but not so with Stocks.
