Yes under settings>general>restrictions you can disable multiplayer games and adding friends.
You cannot restrict or or then it off but you can restrict adding friends and turn off multiplayer games in Settings>General>Restrictions>Game Center>Multiplayer Games>Off and Adding Friends>Off.
BUt it will not disable it totally. Apple took that away with iOS6. There is no way to totally disable Game Center beyond only purchasing non- Game Center games.
And I've even found that some games will not honor you signing out. For example Angry Birds Seasons will log me back into Game Center, even if I log out, even if I disable the account in the game, the next time the game starts back up it signs me back in.
