App Store on iPad not switching countries! Help????

I live in Canada, and for some reason my iTunes App Store switched to the American one on my iPad. I can't switch it back to Canadian because it says that I must use my whole store credit balance. But I only have 0.45¢! I can't use it for any app because there is no app for 45¢! I don't know what to do! Please help?
