Touch screen doesn't work / failing

I have an iPhone 4S that is a little over a year old and the touchscreen is not responding properly in a certain part of the screen.

I have had the phone protected by an Otterbox case the entire time and the has not been abused.

Any ideas on how to fix this problem?

It happens with or without the case on.
