Why do you need this info?
Apple's iPads use 3 different chargers - Mini @5W; IPads 1, 2, & 3 @10W; and iPad 4 @12W.
The typical USB port on most computers is rated at 2.5W. When you plug the iPad into the USB port, the iPad will show "Not Charging", however, it will charge but very slowly. So, 2.5W (5V @ 0.5A) is about the minimum.

why?
there are a lot of crowdfunding projects running selling chargers or batteries with "open specs" ;)
so I would like to know what exactly the minimum for each device is showing "charging"
and please do not reply with : you should only buy apple products

There is no real minimum. Lower current will still charge the devices but it will take longer.
