I updated my newly acquired IPhone 5 to IOS 6.1.2, I am using a Nano Sim supported by LTE, but the option on my Iphone 5 for cellular data is still for "enable 3G"

Yes RajaRani my carrier supports LTE, my other Iphone 5 is using the same carrier and it has the "enable LTE" option when I updated it with IOS 6.1 before then upgraded it to IOS 6.1.2. But my new Iphone 5 that I updated directly to IOS 6.1.2 is the one that do not have the "enable LTE" option.
Well I have a iphone 5 and it says LTE where I mentioned but then I dont get LTE because my carrier does not support it yet. Maybe it is a carrier issue
Settings >> General >> Reset >> Reset Network Settings

Sounds like your carrier does not have that line provisioned correctly. Contact your carrier and escalate the call until you get someone who understands the work "provisioning".
Still no LTE option
